Applicant must be a high school senior who is planning to pursue a two- or four-year degree at a Texas university or college. Essay of 300-350 words must be submitted to apply. The Texas Department of Transportation spends millions of dollars each year to pick up litter along Texas highways, and research has shown that the people most likely to litter are Texans younger than 25. Explain what you have done to show you do not tolerate litter. For a few bonus points, tell us how you would convince others to join the fight.
