Applicants must be high-school seniors or undergraduates, under age 30. Graduate applicants must be under age 40. Students must be citizens or permanent residents with a minimum GPA of 3.3 and must enroll full-time in a four-year bachelor degree program or approved graduate program. Eligibility is determined by character as exhibited by references, by ability and by financial need.
