Applicant must be the dependent child or spouse of a 9/11 victim, including airplane crew and passengers, World Trade Center and Pentagon workers and visitors, and relief workers, including firefighters, emergency medical personnel and law enforcement personnel. Applicant must be enrolling in a course of study at an accredited two- or four-year college, university, or vocational-technical school based in the United States. Selection is not based upon academic grades.
