Applicants must be U.S. citizens or permanent residents and direct blood descendants of a Taiwanese citizen. Students must also be high school seniors or first-year college students planning to attend a university or college as full-time 1st or 2nd year students in the United States, have a minimum 3.0 GPA and have a household income level below the federal, state or county low-income level.
